Your Role and Responsibilities
Must reside in or relocate to Santa Fe, NM OR be willing to travel to NM 4 days a week.

IBM Watson Health is currently seeking an experienced CMS Certification Lead to be part of the team leading development projects focused on Business Intelligence and Data Analytics in support of State Medicaid programs. This position is responsible for overseeing and supporting the certification related activities as part of the replacement of the State client’s Medicaid Management Information System. The Certification Lead will provide oversight of IBM Watson Health’s part of the certification process and prepare for and lead the State’s participation in the initial certification completion process, and any periodic reviews thereafter.
As a highly qualified candidate, you will provide subject matter expertise both internally and externally on the certification process and you must possess a unique blend of business and technical savvy; a big-picture vision, and the drive to make that vision a reality. You must enjoy partnering with the client to collaborate on certification including the mapping work, and the evidence collection and organization that goes along with that.
Essential Responsibilities:
  • Lead the effort for CMS certification, serving as the main point of contact for the State Client CMS Certification Lead in a rapid and ever-changing business environment.
  • Internally to IBM, lead the certification efforts and coordinate the work as needed with other Leads and Executives to ensure success.
  • Lead the customer through steps of certification of the module and cooperate and coordinate with other vendors and the State around their input and evidence. This includes collaborating closely with the State hired IV&V.
  • Responsible for facilitating customer Requirement Sessions as needed with the filter of CMS Certification and the MECT.
  • Provide certification subject matter expertise and advisory services to the IT team members.
  • Own and facilitate standing weekly certification planning (internal and external), as well as related ad hoc meetings.
  • Develop and implement a strategy and plan for proper documentation of system artifacts to support the certification process
  • Proactively offering suggestions for continuous improvement as appropriate.
  • Interacts with functional users and data stewards/subject matter expert to ensure that all the proper questions have been identified and answered satisfactorily from a certification point of view.
  • Staying current on the CMS Certification standards and requirements including the MECT and CMS’s initiative to move to a more outcomes-based approach.
  • Strong knowledge of the current CMS Medicaid Enterprise Certification Life Cycle process
  • Clarify issues relating to scope and business requirements for CMS Certification.
  • Define business requirements for change requests, investigate issues/defects and define remediation requirements that impact CMS Certification.
  • Work closely with the BA Lead and Medicaid Business Lead to endure CMS Certification needs are met.

Required Technical and Professional Expertise
  • Must live in Santa Fe, NM - OR relocate to Santa Fe, NM - OR travel to work 4 days on site
  • 5+ yrs Medicaid exp
  • 5+ yrs of CMS Certification hands on experience
  • Success leading CMS Certification from start to finish on multiple states
  • 5+ yrs exp with data warehousing and/or business intelligence projects
  • In-depth understanding of the most current MECT certification life-cycle required to successfully validate the system
  • Experience with large scale system development and implementation, including requirements definition and management and testing
  • Strong communication skills, including strong presentation and influence without formal authority
  • Desire to continue learning more about healthcare and the technologies supporting healthcare data, specifically Medicaid data and analytics
  • Demonstrated ability to convey complex ideas in an easily understood manner to guide audience through written or verbal communications

  • Competent in at least one BI technology (e.g. Cognos, Business Objects, Tableau)
