Summary

The Human Resources Generalist/Payroll is responsible for carrying out responsibilities across a broad range of HR-related functions to include, but not limited to, administration of human resources policies, programs and procedures, maintenance of confidential employee records, compliance, and maintenance of the HRIS system and to compile and prepare reports.

The Human Resources Generalist/Payroll will also assist with day-to-day payroll function including inputting payroll data, processing payroll, submitting payroll tax payments and preparing payroll tax information returns updating and maintaining employee benefit information in the payroll system all of which require a strong attention to detail.  

It is anticipated and expected that all functions of this position will be performed in a positive and receptive manner, while helping to advance the mission and vision of New Mexico School for the Deaf.

Essential Duties and Responsibilities: (Other duties may be assigned)

  • Performs administrative support activities, including preparation of PANs and contracts, processing of new hires for background checks, I-9’s and W’4’s.
  • Creates and maintains HR files and updates the information in the HRIS System.
  • Maintain confidentiality of employees’ files and data, in both electronic and paper formats.
  • Maintain confidentiality of information obtained from conversations or by other means that relates to employees.
  • Coordinates employee required licensure through timely coordination with appropriate staff, tracking and maintaining appropriate records.
  • Processes and verifies personnel classifications.
  • Prepares documentation needed for new hires or effective changes in pay, status or benefits.
  • Assist with payroll process/time records, completes related reports, and distributes paychecks.
  • Assist with balancing of payroll runs.
  • Import and enter bi-weekly payroll data into payroll system.
  • Ensure employee deduction amounts are kept current.
  • Gather new hire payroll information from on-line hiring system.
  • Assist in annual audits.
  • Responsible for benefits administration to include adding, changing and deleting employee information.
  • Coordinates employee required licensure through timely coordination with appropriate staff, tracking and maintaining appropriate records.
  • Conducts research, gathers data and statistical reports and maintains statistical information.
  • Participate in the design and implementation and support of HR programs and activities.
  • Assist with onboarding and new orientation programs.
  • Assist with annual benefits enrollment.
  • Explains benefits to employees and processes changes as needed.
  • Ensures effective process for approvals required for changes in employee status and pay.
  • Point person for employment verification requests.
  • Maintains knowledge of NMSD’s policies and procedures, and state and federal labor laws applicable to assigned areas of responsibility.
  • Perform other HR duties and tasks as assigned.
  • Assists with special projects as required by the Director.

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and /or Experience: Bachelor’s Degree in finance or accounting preferred with at least five years of progressive payroll and benefits/HR experience or demonstrated success as a payroll and Human Resources professional.  Experience may substitute for a degree.  Knowledge and skill with automated financial applications, including personal computer and related software.

Language Skills: Ability to present to an audience.  Superior reading and writing skills are required for extensive documentation related to home visits and supervisory activities.  State and federal reports are integral to this position.

Sign Language: Sign language skills at hire are preferred. The applicant does not need to have sign language skills at hire but will be required to demonstrate progressive sign language acquisition and participate in sign language classes offered at NMSD.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Computer Skills: To perform this job successfully, an individual should have working knowledge of Microsoft Windows, Excel, as well as various software packages including Microsoft Office.   

Reasoning Ability: Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.  Ability to think independently, problem solve and work with the whole team. Ability and commitment to represent the Vision, Mission and Beliefs of NMSD as both a school and an agency.
