    All positions with Santa Fe Public Schools require a post offer/pre-employment TB test at the cost of the employee. In addition, all employees must submit fingerprints of employment to be used in conducting a background check. The employee is responsible for the cost of the fingerprints and of the background check. Some positions have additional requirements as established by Federal or State Rules and Regulations.


    Develops, supervises, coordinates and maintains the district budget. Manages Payroll, Purchasing, and comptroller functions within Business Services.

    Education and Experience:

    Bachelor’s level degree in accounting or in budget and finance and a minimum of 5 years experience in general accounting, budget and public school finance required. Prefer CPA and/or MBA and seven (7) years experience in general accounting, budget and public school finance.

    Knowledge/Technical Skills/ Abilities (KSA’s):

    Knowledge of governmental accounting and budgeting practices. Knowledge of accounting/budgeting software. Managerial/supervisory ability. Ability to implement the District’s strategic and financial plan. Knowledge of standard office software, financial management and budgeting software, and database systems. Knowledge of District’s data system beneficial. Knowledge of GASB, NMAC, NMSA, public school funding formulas, public school budget analysis, development and maintenance. Ability to direct and supervise employees in several departments. Ability to meet deadlines and multi-task. Knowledge of and ability to ensure compliance with local board and state Department of Education reporting requirements. Ability to make numerous decisions are on a daily, weekly, monthly and quarterly basis that have broad-based fiscal impact on the district, district employees, contractors and vendors.

    Physical Requirements/Work Environment Including Job Hazards:

    Working at desk, walking between offices. Occasional heavy lifting of boxes and movement of file cabinets and office furniture. Typical office environment. Visual acuity for extended period of time reviewing numbers.

    All functions are performed in accordance with established policies, procedures, safety and environmental regulations, facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the organization. Current essential functions include the following:
    1. Responsible for budget management. Convenes budget development team to plan budget hearings with departments and school sites. Prepares macros and spreadsheets for budget hearings with school sites and departments. Aggregates site and department data. Provides technical support to Budget Advisory and Executive Budget Advisory committees. Complies with all New Mexico Public Education Department (NMPED) reporting requirements for budget submission, including proposed operating budget, summary of revenues and expenditures, estimated use of operational cash balance, proposed cash balance worksheet and estimated average salary report. Ensures initial budgets are entered accurately in the financial system.
    2. Responsible for budget maintenance. Reviews and approves all budget adjustment requests for submission to the Board of Education and NMPED. Reviews and approves budget journal entries. Ensures compliance with NMPED manual of procedures. Works with staff to maintain budget in financial system. Coordinates with Comptroller and accountants on monthly, quarterly and annual NMPED financial reporting requirements. Year end financial reports to NMPED include the following: final receipts and expenditure report; final cash report; final cash reconciliation report; report of average salaries and FTE; computation of June credits; total number of federal employees; department levy requirements; and estimated use of cash balance.
    3. Supervises Payroll, Purchasing and Comptroller functions. Directs the functions and supervises staff of all three departments. Monitors staff activities for compliance and efficiency. Ensures compliance with NMPED manual of procedures. Problem solves and provides technical support to staff. Work with contractors and vendors to resolve questions.
    4. Reviews and approves weekly General Accounts Payable Voucher. Reviews and approves weekly Activity/Athletics Accounts Payable Voucher.
    5. Monitors purchasing transactions for appropriateness of expenditure, compliance with procurement code and the NMPED manual of procedures.
    6. Reviews and approves all Adjusting Journal entries generated by accountants and Comptroller. Ensures compliance with monthly budget reporting requirements to school sites and district departments.
    7. Exercises signatory authority. Transactional approval of time sheets, contracts, requisitions, human resource status forms.
    8. Ensures positions aligned to budget through position control and ePars.
    9. Conducts employee training for other business services staff
    10. Attends superintendent’s cabinet meetings when required, Chief Financial Officer update meetings, and District administrator meetings. Attends other meetings as needed.
    11. Facilitates Accounting/Accounts Payable/Purchasing meetings.
    12. Provides advisory and technical support to Superintendent, Associate Superintendents, and CFO. Coordinates finance and budget, problem solving and technical support to comptroller. Provides technical support to Principals, Directors, school site staff and administrative staff. Coordinates and implements business services needs with technology staff. Provides technical support to Human Resources and Payroll departments.
    13. Interacts with NM Public Education Department personnel, vendors and contractors, and community.
    14. Performs other related duties as assigned.
