  •   General Function:
    Responsible for all processes associated with the recruitment, identification, placement and management of applicants for positions within the District. This includes the design, development and communication of recruiting processes, strategies, tools, and resources. Position includes travel to job fairs.

    Minimum: BA and one to three years of Human Resources experience.
    Must be bilingual—English/Spanish and be able to travel.
    Preferred: 1 to 3 years recruiting experience. Public School experience. Master’s degree in Human Resources or related field. PHR/SPHR Certification

    Knowledge/Skills and Abilities:
    Ability to interpret and determine how to apply district policies, state statutes, collective bargaining agreements, and department policies for potentially sensitive staffing issues; to manage and impart confidential information; to assess operational requirements; and plan and organize workflow patterns and schedules. Knowledge of policies and procedures, labor law, and state statutes related to education employment including New Mexico Athletics Association. Knowledge of recruiting procedures. Excellent written and oral communication skills. Ability to interact with a variety of individuals and personalities. Ability to influence others to change positions or to adopt a specific point of view. Ability to maintain effective working relationships with the public, staff, and school community. Ability to speak clearly and concisely both in oral and written communication. Ability to prioritize, multi-task and work under pressure.

    Essential Job Functions:
    All functions are performed in accordance with established policies, procedures, safety and environmental regulations, facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the organization. Current essential functions include the following:
    1. Manage the development and implementation of recruiting practices and procedures and coordinate recruiting and staffing activities.
    2. Use applicant tracking system as one source of applicants.
    3. Research and recommend recruitment sites and services. This includes researching websites, social media, associations, job fairs, newsletters, etc. for job posting options.
    4. Travel to job fairs, both in and outside New Mexico.
    5. Establish strong partnerships with HR staff and hiring authorities in order to work collaboratively.
    6. Source and identify high quality candidates.
    7. Create job ads and determine placement.
    8. Create recruitment/marketing information for distribution to potential candidates
    9. Provide training and other resources for interviewing and other recruiting techniques.
    10. Ensure legal compliance throughout the recruiting process.
    11. Analyze data from various sources (vacancy reports, recruiting sources, turnover reports, etc.).
    12. Create short and long term strategies to improve the recruiting processes.
    13. Prepare data in the form of reports and worksheets as requested by Director and executive Team.
    14. Participate in meetings, including staff, administrative, district, State and others as needed.
    15. May manage Hiring Committees for applicable positions.
    16. Be knowledgeable about the AESOP substitute system. Be able to track data and run reports.
    17. Coordinate the hiring and assimilation of teachers from Spain and Mexico
    18. Recommend candidates for specific positions and coordinate with other staff regarding internal transfers and the displacement and voluntary requests for next year’s staffing.
    19. Other duties as assigned.
