Job Description

Job Summary:

The Senior Environmental Engineer will serve as the Subject Matter Expert (SME) in the Clean Air Act regulations and air permitting requirements. This position is primarily responsible for obtaining, coordinating and managing the site's environmental air permitting activities ( NSR, PSD, Title V etc.) including, but not limited to, development and/or review of air permit applications for submission to regulatory Agencies. This includes evaluating compliance issues and developing compliance plans and permitting strategies to resolve. This position is also responsible for communicating any compliance issues to management and for serving as a technical liaison between Environmental, other refinery departments, and environmental government agencies. Must have a comprehensive knowledge of Federal regulatory requirements; a comprehensive knowledge of New Mexico regulatory requirements is highly desirable. Must be capable of developing processes and programs specific to the refinery business and culture. This position will train plant personnel on permit requirements and participate in regulatory agency refinery inspections. The senior environmental engineer must have the ability to function in a team setting, functioning to promote both unity and solutions. This position will be involved in the Title V certification process including the reasonable inquiry process and associated documentation.

Major Job Tasks

* Maintains internal and external relationships to include engineering staff, shift supervisors and other operations personnel, and maintenance personnel.
* Establishes external relationships dealing with regulatory agencies during field inspections and environmental incidents, negotiating with agencies and managing consulting.
* Provides environmental engineering permitting support as needed for refinery projects and to ensure environmental compliance in other refinery programs.
* Trains personnel on permit requirements and participates in regulatory agency refinery inspections.
* Responsible for communicating any compliance issues to management and for serving as a technical liaison between Environmental, other refinery departments, and environmental government agencies.
* Provides guidance and interpretation of environmental regulations to refining personnel. Prepares RFE's for environmental projects and supervises/coordinates those projects as necessary to meet needs imposed by company or regulatory requirements.
* Assists in designing and conducting on-going environmental monitoring programs and maintaining necessary records and logs as needed to ensure Company compliance with environmental permits and regulations.
* Prepares written reports and summaries in a timely and accurate basis including but not limited to, required portions of the Title V reports for submittal to state and federal regulatory agencies and maintains the appropriate documentation.
* Performs other related duties as assigned or requested.

Minimum Requirements:

* Bachelor's Degree in Chemical or Environmental Engineering and 5-7 years related experience or equivalent combination of education and experience.

Knowledge, Skills and Abilities:

* Thorough knowledge of a professional or technical field, such as Chemical or Environmental engineering in order to analyze, interpret, and apply information.
* Mathematical skill to calculate and interpret data using percentages, ratios, averages, and medians.
* Written communication skill to compose correspondence, reports, and proposals.
* Oral communication skill to communicate with customers, co-workers, and business contacts in a courteous and professional manner. Ability to make presentations outside work group.
* Interpersonal communication skill to work effectively with others in order to coordinate activities and arrive at mutual decisions.
* Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
* Ability to effectively present information and respond to questions from groups or managers, customers, and the general public.
* Ability to interpret a variety of instructions furnished in written, oral, or schedule form.
* Ability to provide a high level of customer service by answering questions, providing accurate information, and responding to requests on a timely basis.
* Ability to provide support to other employees by being directly responsible for finding out what information, services, or support other employees need to do their job.
* Ability to plan and schedule activities over the course of several months, including regular review and coordination of activities required for implementation.
* Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
* Ability to work effectively with periodic supervisory guidance. General internal policies, guidelines, and procedures are utilized.
* Ability to maintain confidentiality.
